The French Ministry of Higher Education and Research, the European Science Foundation (ESF), the Dutch Research Council (NWO) and the French National Centre for Scientific Research (CNRS) announce the creation of GRIOS. This international initiative aims to provide syntheses of existing research on open science and to formulate public policy recommendations based on the results of this research.

France has an ambitious open science policy since 2018 and is one of the world leaders in open science, alongside major scientific nations and UNESCO. Open science involves sharing research methods, materials, and results with as many people as possible. The expected benefits of open science are scientific, economic, and societal. From a scientific point of view, open science increases the visibility of research, strengthens its cumulative dimension, and contributes to more reproducible research. It also contributes to innovation by removing barriers to knowledge for economic actors.  Finally, it democratises access to knowledge, and contributes to reducing misinformation by giving access to the latest research to all, journalists, teachers, research mediators, professionals and citizens.

At a time when some are pulling back from research and international research cooperation, it is more urgent than ever to strengthen knowledge sharing for free and open science. It is in this context that GRIOS (Global Research Initiative on Open Science) is being launched, a unique international initiative led by the French Ministry of Higher Education and Research, the European Science Foundation (ESF), the Dutch Research Council (NWO) and the French National Centre for Scientific Research (CNRS).

Using research to inform open science

The goal is to make research on open science a strategic lever to better guide public policies. GRIOS aims to rely on existing research results to inform policy and operational decisions. This initiative is part of the National Plan for Open Science (2021) and complements the actions undertaken by France, particularly through the launch in 2024 of the RESO (Research on Open Science Practices and Challenges) funding call by the French National Research Agency (ANR).

A collective endhavour open to new partners

Born in the wake of the G7 Science Ministers’ communiqué in Sendai (May 2023), GRIOS offers a structured, international approach to better understand, document, and steer open science.

Funded by the French Ministry of Higher Education and Research, the Dutch Research Council (NWO), and the the French National Centre for Scientific Research, GRIOS is hosted by the European Science Foundation in Strasbourg.

The GRIOS initiative is open to other partners committed to the advancement of open science, through partnerships with research funding agencies, higher education and research institutions, and other organisations.
